The CIRES Proposals Team facilitates proposal submission for externally funded research projects submitted by CIRES scientists through The University of Colorado. Notify the CIRES Proposal Team as soon as possible of intent to submit a proposal by logging into the Proposal Tool Application and adding a new proposal. Email CIRESProposals@colorado.edu with any questions or concerns. 

Role of the CIRES Proposal Team

The CIRES proposal analysts are here to assist the Principal Investigator in the proposal submission process in the following ways:

  1. Prepare the proposal budget using the University format
  2. Complete required funding agency budget forms
  3. Review the completed proposal format for compliance with the Request for Proposal guidelines
  4. Assemble application packages for proposals submitted via Grants.Gov
  5. Negotiate Indirect Cost Return with other campus departments
  6. Route the proposal and obtain required signatures
  7. Deliver the signed proposal to the Office of Contracts and Grants
  8. Assist with proposal revisions, if necessary
  9. Assist with any necessary follow-up actions with OCG or the funding agency during the award process

The CIRES proposals team, in addition to proposal support, also provides support to CIRES scientists and investigators for export controls and external research agreements. For export services, we can provide export control analyses for international shipping, international visitors/international hires, deemed exports, and requests to do work from international locations. We also help with Technology Control Plans (TCPs), federal licenses for export, and we liaise with the CU Export controls office for our scientists. For external research agreements we provide assistance and coordination with the central campus offices for external MOUs, Non-Disclosure Agreements, Permits needed for research expeditions, IP issues, use agreements, resource agreements, and white papers.
